Are you trying to assume that everyone no matter what is being done over the internet is a “criminal”? That’s what already Polish government is doing locally with telecommunications data by mandating a 12-month-long storage of these (and free access to such data by Polish authorities during that period). One of Polish ruling coalition’s parties wanted to extend this by mandating storage of IP addresses for at least three months; such campaign AFAIK has stalled (and I hope they won’t bring this legislation back - IMO its enforcement will bring far reaching negative consequences).

And, here’s a tip for the EU lawmakers: actual criminals do have ways to communicate off the internet. And because they know about such ways, they’ll definitely make use of them.
